The Tengu can still be used for WH sites after the change, its just not as OP as before.
C3s for example only really need a tank of ~400 with burst up to about 600. The Current Tengu can have way more than that but its not needed. (IE a Dual rep C3 Legion from before the Battery changes only had 700 tank with both reps running and it was not stable, still ran all but the 2 hardest sites with ease)
IE - SIsi Tengu
Tanks 677 cold cap stable with 10 C/s to spare, does 680 with faction and almost 798 with T2. Goes 600 M/S. 2 application mods (swap 1 for range if required). And its not even very bling.
In fact the post Nerf Tengu is still better in many cases then a Legion or Prot at C3s before Nerf.
